What is a Near SHO?

The Near SHO program was developed as a preventative tool for the youths at-risk

of becoming Serious Habitual Offenders.

The SHOCAP committee, being developed as an inter-agency response network to identify serious habitual offenders, responds to the needs of our community in promoting programs to prevent delinquency.  It is a joint effort between:

Howard County Office of Family and Children

Eastern School Corporation

Howard County Circuit Court

Howard County Prosecutor’s Office

Howard County Sheriff’s Department

Kokomo Center Township Consolidated School Corporation

Kokomo Police Department

Northwestern School Corporation

SHOCAP committee.  Once identified as a Near SHO, the juvenile will be eligible for

services for the SHOCAP program including intensive supervision, counseling, and

electronic monitoring.  Procedures will be developed for these juveniles as a

preventative to intervene prior to the juvenile becoming a SHO.

The SHOCAP/SAFEPOLICY concept is driven by the timely exchange of information and organized cooperation of agencies.
