The Jurisdictional Area is hereby classified and divided into Districts designated as follows:

The Districts identified above are described as follows:
1. Flood Plain. - The Purpose of the "FP" District is to guide development in the Flood prone areas of any water courses that are consistent with the requirement for the conveyance of flood flows, and to minimize the expense and inconvenience to the individual property owners and the general public through flooding. The requirements of Section 3 shall apply to uses in the "FP" District.
2. Airport Hazard Zone - The purpose of the "AZ" District is to guide development in certain areas which are adjacent to a particular airport. The requirement of Section 3 shall apply to uses in "AZ" Districts.
3. Agricultural District - "A1" is established in recognition of agricultural as the predominant and basic use of land throughout much of the County. Permitted uses in this District include all forms of agricultural uses. This District is established to include areas of high quality agricultural soils, where little or no urbanization has occurred or is expected to occur in the near future. This District is established to include areas for single family residences. Multi-family or two-family residences are permitted in this District by a Special Exception.
4. Residential District - "R1" is established for residential use in conformity with the types of development which has occurred and is likely to develop in the areas so designated on the Zone Map (s). The specific requirements for the Residential District are discussed in Chapter 3. Various Uses permitted within the District are shown on Table 1.
5. Commercial Districts - Two Districts - "B1 and "B2" are established to meet the specific requirements for the several classes of business uses needed to give adequate service throughout the county as related to present and future development.
(a) "B1" - District B1 is designed and located in neighborhoods
to
accommodate the primary and service needs of the locality. Although
limited in area occupied, the District is important to the economic
welfare of the community in placing "convenience" and "impulse"
goods shops close to the consumer.
(b) "B2" - This is a general business district providing for all types
of
business and service uses including warehouse and storage facilities.
6. Industrial Districts - Two Districts:"C1"
and "I1" are established to meet the present and future needs of the County
for Industrial Development. For uses permitted by Special Exception,
see Table 1. A brief description of the Industrial District
Follows:
(a) "C1" - This District will incorporate most of the existing industrial
developments and provide for their expansion. Generally, the
permitted uses will include only those where all of the operation,
including the storage of materials, are confined within a building and
the performance characteristics are compatible with uses permitted
in neighboring districts.
(b) "I1" - This District is provided for general industrial operations
utilizing both enclosed and unenclosed space for storage, fabricating
and manufacturing.
7. Floodway District - "FW" is established for guiding development in areas identified by the Flood Insurance Study as a floodway. Natural Resources exercises primary jurisdiction in the Floodway District under the provision of I.C.1971, 13-2-22, however, the Commission may impose terms and conditions of any permit it issues in this district which are more restrictive than those imposed by Natural Resources. The Floodway District is used in combination with any other district except the Floodway Fringe District.
8. Floodway Fringe District - "FF" is established for guiding development in areas identified by the Flood Insurance Study as being subject to potential flood damage, but outside an identified Flood District. The principal requirement of this district is that the flood protect grade of all buildings shall be at least two (2) feet above the regulatory flood profile. The Floodway Fringe District is used in combination with any other district except the Floodway District.
The Zone Map(s), which accompanies and is hereby declared to be a part of these regulations and are on file in the Kokomo-Howard County Plan Commission Office, shows the boundaries of and the area covered by the Districts, Notations, references, indications, and other matters shown on the Zone Map are as much a part thereof as if they were fully described herein. The Federal Insurance Administration has identified FP, FW, and FF Districts in a scientific and engineering report entitled "The Flood Insurance Study of Howard County, Indiana" dated July 16, 1981, which with the accompanying Flood Insurance Rate Maps and Flood Boundary and Floodway Maps along with any subsequent revisions to the text or maps are hereby adopted by reference and declared to be a part of these regulations and are on file in the Kokomo-Howard County Plan Commission Office. Said Zone Map(s) are available for inspection in the Kokomo-Howard County Plan Commission Office and are incorporated herein by reference.
B. Boundaries; in General
(1) The boundaries of the districts established by this section are
as shown
on the Zone Map, which is part of this Ordinance. Such boundaries
may
be changed by amending this Ordinance and the change will be shown
on the Zone Map(s) and incorporated herein by reference.
(2) When the exact boundaries of a district are uncertain, they shall
be
determined by the use of the scale on the Zone Map.
(3) When a right-of-way is vacated, the districts adjoining each
side are
respectively extended to the center of the area so vacated.
(4) In the case of further uncertainty, the Board shall interpret
the intent of
the Zone Map as to to the location of the boundary in question.
No building or land shall be used and no building shall be erected, reconstructed or structurally altered, which is arranged, intended or designed to be used for any purpose other than a use which is permitted and specified in a district in which such building or land is located..
No building shall be erected, reconstructed or structurally altered to exceed in height the limits established and specified for the use of the district in which such building is located. Additional height restriction may be imposed by the provisions of Section 3.7-D(3) "Airport Area Height Restrictions".
No building shall be erected, reconstructed or structurally altered in any manner which will encroach upon, or reduce in any manner, the yards, lot area per family, ground floor area of residential buildings, or lot coverage regulations established and specified for the use and the district in which such building is located except as otherwise provided in this Ordinance.
Every building hereafter erected shall be located on a lot which fronts on a street or place.
SECTION 2.7
VEHICLE PARKING SPACE:
LOADING AND UNLOADING BERTHS
For every building hereafter erected, off-street parking space(s) and loading and unloading berths shall be provided as hereinafter specified for the use to which such building is to be devoted.
